Hit dmg does not always match chat dmg

I was playing Aion when I noticed that the damage numbers around your toon inflicted on the dummies is not always the dmg represented in the combat chat box.

The dmg listed in the chat box is usually lower or missing altogether when compared to the dmg displayed around the toon.

This makes it very difficult to evaluate accurate dmg dealt when trying to determine which stones to socket in your gear.

Can someone help me understand this disparity in dmg numbers.
